Knitpicks offers a number of yarns at quite reasonable prices. You could provide the knitter on your list with yarn for a pair of socks, or yarn for a felted bag very affordably. Other options at Knitpicks might include a knitting needle or two, a sock knitting chart, or some stitch holders or markers.   

You will also find some great gifts for knitters and spinners at Etsy. You can find stitch markers and row counters under $10.00 sold by a number of Etsy sellers. Etsy sellers may also offer knitting themed buttons, bags or jewelry for an affordable price. Small amounts of fiber and simple starter spindles may also be available within this price range. 

Your local yarn store or craft store also offer some quick, easy, and very inexpensive gifts for your favorite knitter or spinner. Yarn, needles, beads, crochet hooks, stitch holders and other accessories are widely available at yarn and craft stores. You could also gift your favorite spinner a packet of needle felting needles. Other inexpensive gifts that might suit your favorite fiber fiend include a journal and pen to record planned projects or project outcomes, lotion to keep hands soft, and coffee, tea or chocolates.

If you have around $25.00 to spend, you can find quite a nice gift for the knitter or spinner in your life. A great new knitting book, supplies for a small project, a couple of skeins of very nice yarn, or a fairly substantial amount of fiber are all available in this price range.

You may also want to check if the knitter or spinner in your life maintains a wish list at Amazon or elsewhere. If you are unsure what books he or she might want or have, no knitter or spinner on my list would be upset to receive a gift card or certificate to a local or online bookstore. 

The staff at many local yarn shops is quite helpful, and may even be able to offer suggestions specifically aimed at the person you are shopping for (ask if they offer gift lists!).  Consider buying a pattern like the Fibertrends Felted Clog or the Fibertrends Hedgehog pattern and the yarn to make the finished object, either at your local shop or online for a fun and sure to be appreciated fiber related gift.
